The Long Range Planning Committee (LRPC)
The LRPC is a temporary committee with two objectives in mind. First, set up a permanent/standing LRPC that is responsible for maintaining on an annual basis a community wide long range plan. Second to, as mandated at the 2007 annual meeting, develop a long range vision for the community and present it at the 2008 annual meeting.
In the near future we will get the chance to vote for a permanent LRPC. Without the proper organization set up and spelled out in our by-laws, a long range vision and the plan to implement it will not last!
Why have a LRPC?
The following are some of the reasons for a standing LRPC:
- Develop a future vision for Cape St. Claire;
- Plan for future capital expenditures in the SCBD and Maintenance budgets;
- Retain and archive these plans in the form of an annual report;
- Allow for community input into future plans;
- Allow all members of the board to understand and have input into future capital expenditures;
- Develop a process that links The Community, Board, and Budget Committee in the development of this future vision and the project that will get us there; and
- Allow for continuity of operations when board members resign their positions on the board, which can leave the board with a gap in organizational knowledge.
What should the mission of our LRPC?

The LRPC shall develop and maintain a Plan for community improvements, which fall under Capital Improvements in the CSCIA budget. The plan will not only allow for budgeting and preparing for out year projects, but allow for continuity of operations.
At a minimum the LRPC shall be responsible for:
- Preparing and maintaining a list of community improvements;
- Analyzing their impacts on the community;
- Developing cost estimates for each improvement;
- Examine financing possibilities for each (e.g. loan, grant, or directly from the budget);
- Prioritize the list. The prioritization shall be by the complete list and by budgeting profit/loss centers (e.g. SCBD Regular, SCBD Clubhouse, and Maintenance);
- The improvements shall include probably start dates by fiscal year; and,
- Develop the annually plan and present findings to the board and community.

The Cape St. Claire Long Range Plan!
With your help we will be able to post a draft Plan for the Cape this year. Please take this as an opportunity to walk around the Cape, visit the beaches, parks, clubhouse (at the next quarterly meeting) and other community properties/assets. Then let us know what you think can be done to make Cape St. Claire an even better place to live. In order to develop the vision (goals) for Cape St. Claire and the Long Range Plan to implement that vision we must all get involved. The future for the Community can not be left up to one persons’ perspective.
